As algorithmic decision-making permeates disparate sectors of life, concern has grown around the “fairness” of such decisions. User perceptions of this “fairness” have begun to garner interest in an urgently needed stream of human-centered research. However, there is a need within this work for recognition of an algorithm’s sociotechnical context, with a focus on how human perceptions of one algorithm’s fairness may be intertwined with their perceptions of structures and practices already extant in the institutional site of algorithmic integration. This paper builds on ongoing empirical research to explore frameworks from management science (e.g. organizational citizenship and fairness heuristics), to synthesize studies of user perceptions of, and behaviors under, an ecosystem of algorithmic structures within an organization.
